Current Positions/Activities:

Professor Emeritus, National College of Public Administration and Governance,
University of the Philippines

Board Chairman, RPG Foundation - April 1995 to present
-Instituted the Raul P. de Guzman Foundation professorial chair, which inspired scholarly works and commitment to careers in the University of the Philippines.
- Instituted the Elena M. Panganiban Professorial Chair in Local Governance which upholds series of annual lectures on initiatives aimed at promoting efficient and responsive local governance.
- Supports research projects and aids scholarship grants.

President, San Nicolas Gapan Development Foundation – April 2003 to present
- Assisted the local government of Gapan in its efforts to promote people empowerment through various community-based programs.
- Supported the livelihood scholarship project for deserving students of Barangay San Nicolas thru the donations he has raised in February 2003.
- Sponsored the cement flooring project of the mini sports gym and stage of San Nicolas Central Elementary School (SNCES).
- Instigated in the roofing repairs of several classrooms and the construction of one classroom and cafeteria in SNCES.

Senior Advisor, Asia Pacific Periscope – January 2003 to present

Chairman and Finance Officer – Aphasia Foundation
- Realized the promotion of community understanding and advocacy for people with aphasia, which lead to the establishment of the foundation.
Board Chairman – Erap Muslim Youth Foundation (February 2000)
- Helped in fostering educational opportunities for the poor and underprivileged but deserving Muslim youth and students of the Philippines.

Ph.D. in Government, Florida State University, 1957 (where he served as assistant and fellow), which awarded him the “Grads Made Good” award for outstanding leadership in the Third World and now offers a “Best Dissertation Award” named after him, the “De Guzman Award”

B.S. Foreign Service (magna cum laude), University of the Philippines, College of Liberal Arts, 1952 (recognized him an outstanding alumnus in 1987)
