The Raul P. de Guzman Foundation, Inc. donated the sum of 3.5 million pesos for the establishment of the Raul P. de Guzman Distinguished Professorial Chair in Public Administration at the National College of Public Administration and Governance (NCPAG) and the Raul P. de Guzman Scholarship Grants for undergraduate students at NCPAG.

The University of the Philippines Board of Regents made the final confirmation of the donation during their 1140th meeting held on March 30, 2000. This donation will be coursed though the UP Foundation.

The RPG Distinguished Professorial Chair in Public Administration shall initially carry an honorarium of at least One Hundred Twenty Thousand Pesos (P120,000) per annum. This will assist scholarly researches and lectures in developing programs or activities to enhance the discipline and practice of public administration and governance in the Philippines. This will be governed by policies and rules of the University of the Philippines concerning professional chairs.

The RPG Scholarship Grants shall be used to cover the tuition and other school fees, books and other school supplies and stipend of the scholar. The Office of Scholarships and Student Services of the University of the Philippines shall select qualified scholars and subject to approval of the Vice-Chancellor for Student Affairs of UP Diliman.

The recipient must be at least of third year standing in the undergraduate program of the NCPAG and must be financially deserving. An average of “1.75” or better in the previous semester is required for the scholars to be qualified o f the grant and must not be found guilty of violating any provision of the rules and regulation of the University including, but not limited to hazing or fraternity rumbles, whether on-campus or off-campus. The scholarship grants will give preference to qualified scholars coming from Mindanao and Visayas.
